No, mode C cannot be visible by SafeSky or any existing TAS / TCAS on the market.
Mode C is only visible by air traffic control using primary and secondary radar.

No way. A Mode C trasmission is not positional and is not unique as modeS is, so it cannot be triangulated with multilateration tecnique. The only way to know its position is by a SSR radar antenna. You can only receive a “proximity alert” if you use a receiver as Pilotaware Rosetta, but it only report that there is a mode C trasponder somewere nearby; you will never be able to see where it is, nor as how far is it.
