The Mode S distance/range warnings are based on received signal strengths. Obviously, these can vary based on type of transponder, installation issues and your own receiver’s mounting location. Best to consider them as a rough indication of possible range. The most useful (and accurate) parameter is the relative altitude between you and the other aircraft.
